Global experience shows that four principles must be present for effective community change. With these, community energy renews itself. Solutions evolve to fit a local economy, ecology, and values. Change is sustained. Local answers may then expand across entire regions. These principles are:

- Build from success

- Create partnerships of people, governments, and outside agents

- Make decisions based on evidence

- Seek outcomes of behavioral change

The SEED-SCALE framework builds from these principles and creates simple, one-page workplans. Seven tasks are repeated to generate a growing cycle of community energy. M.A. students examine SEED-SCALE processes of change through a two-year curriculum of blended learning. Each coming from his or her own defined community, a student joins an international cohort. In time, this cohort is a community of its own. Cohorts combine three modes of learning:

- Computer-based course work – internationally experienced professors help students master core concepts through comprehensive online materials

- Travel to three continents – students conduct field research, engage in classroom studies, and live together in India, Nepal, Tibet, Peru and the United States

- Practicum work – students apply and evaluate their newly acquired skills and knowledge in their own communities
