India Program Overview

PROGRAM FOCUS:  Future Generations works in partnership with local non-government organizations, local and state government, and communities in states of Arunachal Pradesh and Uttarachal. Programs in are designed to facilitate a locally sustainable process of community change and to build local capacity in order to extend the process of change throughout each state.

Rapid and sustainable community change is occurring in Arunachal Pradesh, a remote pocket of northeast India locked off by the already isolated Bhutan, Burma, and China and in the newly formed state of Uttaranchal. In this surprising part of the world, the mobilization of women and creation of local coordinating committees is leading to collective decision making, self-confidence, improvements in health, increase opportunities for income generation, improved local government and environmental protection.

PROGRAM STRATEGY: To facilitate this process of community-based change in the two states of Arunachal Pradesh and Uttaranchal, Future Generations teaches local non-government organizations, locally elected Panchayat leaders, state government officials and communities how to adapt and extend the SEED-SCALE process of community change.

In Arunachal Pradesh, Future Generations Arunachal has helped to establish three demonstration and training centers in the three most populated districts covering the three largest tribes (Apatani, Nishi and Adi). The process of community change has extended from the three sites of Ziro, Palin and Pasighat to 52 neighboring villages. The participants include: over 80 women volunteers who have been trained to be Village Welfare Workers; over 200 women who participate in Mahila Mandals (women's groups), Farmer's Clubs, and three local coordinating committees that are collecting data, making work plans and taking coordinated action to improve village life.

As of August 2004, Future Generations Arunachal signed a Memorandum of Understanding with the Arunachal Pradesh Government to provide training and orientation to 6000 elected Gram Panchayats on the SEED-SCALE methodology and the Panchayati Raj system. The training will place special emphasis on meeting the needs of the women representatives, who constitute 33% of the total elected members. The objective is to build capacity by training locally elected Panchayat leaders along with other community and government partners in order to facilitate a process of community-based change and conservation.  

The process of community change is now being extended into the newly proposed Biosphere Reserve in the western side of Arunachal Pradesh, covering the districts of Ta wang and West Kameng . This new biosphere reserve will be the second protected area in Arunachal Pradesh to integrate conservation with the needs of local communities living within the protected area.  

In Uttaranchal, Future Generations conducts training programs for local non-government organizations, including Shri Bhuvaneshwari Mahila Ashram (SBMA) in Tehri Garhwal region and Central Himalayan Rural Action Group ( CHIRAG ) in Kumaon region. Future Generations also continues to support the work of colleagues Sohan and Ursila Singh (from World Vision) who work with the marginalized Gujjar Muslim communities of Uttaranchal.
                                                                                                                              Capacity building in Arunachal Pradesh and Uttaranchal also includes professional-level training for the staff of local Non-governmental Organizations. One staff member from CHIRAG in Uttaranchal is now enrolled in Future Generations’ Master's Degree program in Applied Community Change and Conservation.

MAJOR ACHIEVEMENTS:  Since it first began working in Arunachal Pradesh India in 1994, Future Generations has played a significant role in helping to:

  • establish three regional demonstration and training centers in Arunachal Pradesh that have expanded the process of community change to 52 neighboring villages;
  • facilitate the design and development of the Dihang Dibang Biosphere Reserve;
  • design and provide local-level training for village welfare workers, farmer's club member and local coordinating committees.
  • design a locally-managed program that is sustainable and is now designed to go to scale through the Panchayati Raj local gove

HISTORY OF PARTNERSHIP: In 1998, Future Generations began working with three communities in Arunachal Pradesh, through our sister organization, Future Generations Arunachal.  By the summer of 2003, 52 villages formed Mahila Mandals (women’s groups), Farmers Clubs and Local Coordinating Committees.  These communities have seen marked improvement in child health, sanitation practice, education and the status of women.  The three initial communities now work as nodes of expansion, training others in the self-mobilization. Expansion radiates out rapidly through surrounding communities.
